I do agree that the line was becoming far less engaging by the time 88 rolled around, I cannot say I agree with the entirety of the author's assessment. I disagree with Bludd being on there, for instance, if for no other reason than he really had potential, despite not being used to it's fullest much of the time.
Some of the characters listed I liked alot, too... but so what. Just because Sci-fi was a favorite of mine (and he was) doesn't mean he was a goofy outfit for a member of the military and redundant with having the same specialty as Flash. I do not think the lists writer stated sufficient reasoning for these placements and based most of these on the chance to be funny.
I would like to Point out that he does state, prior to the list proper, the following "my list will be limited to characters released between 1982-1987". That excludes nearly all of the time frames you guys are evoking here. So,

with the guidelines being 82-87 does the list fall a little more in line?
So, the challenge is this: with sufficient reasoning (not because of personal preferences) and limited to within the time frame of 82-87 make your own list of the crappiest characters. As exampled above, just because a character is a favorite doesn't necessarily exclude them.

Now I simply must ask, who wants to make their version of this list under these specific parameters?
